THANKS TO YOU, MHCO AND PARKPAC ENJOYED A VERY SUCCESSFUL 2011 LEGISLATIVE SESSION
With the pending adjournment of the 2011 Oregon Legislative Session, owners of manufactured home communities have much to celebrate. MHCO and ParkPAC defeated several proposed bills you would have found detrimental to your net operation income (NOI).
In 2011, ParkPAC :
• Defeated HB 2172 – Established rent control with mandatory mediation and the addition of regulatory enforcement regime that required the involvement of the Oregon Attorney General to enforce landlord-tenant law in your manufactured home community.
• Defeated HB 3183 – Allowed local governments to establish rent control. Eliminated ban on local governments imposing rent control.
• Defeated SB 85 – Required owner of manufactured home community who is selling a home in his/her community to retain earnest money or other deposit. Established mandatory escrow.
• Passed SB 294 – Landlord-Tenant Coalition Bill. Clarified process for manufactured home communities to sub-meter water. Preserved the right of community owners to sub-mater water voluntarily.
That is very good news indeed. But we must remain vigilant as Oregon now has annual Legislative Sessions requiring ParkPAC and MHCO to find additional resources to keep bad ideas from becoming bad laws in 2012. To that end, ParkPAC is announcing a fund raising goal of $40,000 to help defeat Rent Control, Escrow, and Oregon Attorney General Enforcement in the future. It is an on-going effort to help educate and elect legislators and candidates who support issues important to your real estate investment.
